Not an interesting concept. If you accept, which I admit is questionable, that there is a moral view point that fits all occasions then one of the best expressions of it is from the ol' King James' bible: love thy neighbour. that's not a concept, that's a way to live from day to day. Nothing to do with religion.
I presume by this you mean Dawkin's suggestion that right & wrong should be decided by consensus! It is evident that is what happens except in police or religious states, since one rules with consent. So having established that he has identified the actual basis of the defacto code of conduct, the question arises what is the difference between morality and established norms and mores?
Are you proposing that morality like mathematics or science has some fundamentals that can be established?

Not sure I agree with Sam entirely but hard to put my finger on a flaw. Very thought provoking I think.
