A quick Google of "Camel's Eye Treaty" brings up a host of weirdo newage nonsense and nothing else. That's hardly conclusive, of course, but I strongly suspect that this is utter tripe from start to finish.

From here you can download a paper on the history of international law - fairly opaque but this caught my eye:
