Are self-appointed guardians of the status quo unknowingly scamming the rest of humanity?

Could you be a little clearer as to who it is you're talking about?

The problem with status quo is that it has evolved to meet certain needs. Where this has been engineered to favour certain groups and individuals this can be seen as unjust, where this is a response to ills of the past this is helpful. It is not always clear whether those who benefit excessively have adapted to the enviornment or created an enviornment in which they flourish.
Law and order and police are part of status quo. In Haiti now and Iraq seven years ago you see the consequences of withdrawing these. In many parts of the world the police are corrupt so add injustice, but by maintaining general order create enviornments in which most people can feel secure. So here we have clear scammers, but a position that is almost always better than some other alternatives. In western democracies, the police are generally not corrupt, but the well-off are treated differently in the legal system - they can afford proper defence and have more trust invested in them by the 'system' - is this a scam, or simply an example of some people adapting to their enviornment?
