Presumably the reason is to make the conspiracy bigger.
Conspiracy nuts really don't like small conspiracies, they want the Diana conspiracy to involve half the Paris police and healthcare workers, as well as most of MI5 (and its well-known top-secret head, Prince Philip).
Adding a few dozen (or hundred) workers at the Tower just makes it better.
