All I can see are a row of street lights with some house lights behind them.
Oh, OK, if I enlarge the image and turn up the contrast I can just about see three blobs in the sky in the distance. Could be anything.
There are sometimes unidentified lights in the sky near where I live. They also seem to appear regularly every year around November 5th, strange that.

There is a link to a video on the piece trinoc has found. Not sure if it helps but the behaviour of the lights may give someone a clue as to what they are?
Something similar to lanterns I wager. They are all coming from one point and are moving (being blown) pretty much in the same direction. Could be a staged hoax. Would be interesting to have been there and followed them to see if any came down.
Look like sky lanterns. They form a slowly moving line coming from one point, probably indicating that they are blowing in the wind. You can hear a significant breeze from the soundtrack. They are flickering as sky lanterns do (because of the flames). I would have expected them to look more orange but, being distant, the colour may be more subdued. In any case, the auto white balance in the video camera would be easily fooled in such conditions into giving false colours.

If the local UFOlogists really did say "yeah, they are flying saucers" then they can't have been paying much attention to mainstream UFOlogy for many years - or maybe they are just a bunch of cranks who have never seen a plausible UFO in their lives. Any serious UFO researcher should have a mental list of all the possible red herrings, with floating lanterns fairly near to the top of the list. It will be interesting to see what someone like Jenny Randles has to say about them (the lights and the UFOlogists) when the story finds its way into Fortean Times.

Couldn't resist this line from the Sky report posited by Bindeweede. Seems to sum it up nicely!
It's interesting (well, if you have nothing better to do) to type Halesowen UFO into Google and count how many reports mention they were just lanterns, versus how many report them as genuine UFOs or as "unexplained" (or even "unexplainable"). The results are depressingly predictable.
