Presumably they mean a suspected brothel? I would have thought it's pretty obvious it's a massage parlour, what appears to be in question is whether or not it's actually a knocking shop.

Or is this the start of a new trend for the media? "Today a person, possibly a man, was potentially arrested outside a suspected chip shop for allegedly breaching what might turn out to be the peace".Drinkers are being urged to contact police following the murder of two women at a suspected massage parlour.

Could be a parlour for suspected massages ???

Perhaps it was closed at the time and they suspected it was a massage parlour rather than an ice cream parlour. I can see the sign on the door now: madam whippy - back in 30 minutes.
I think you're right Teek. It is a massage parlour that they suspect of being a knocking shop.
.
Right on target, tk! They mean a suspected brothel but are far too genteel to say so.
