Them is the real hoodies, Hooded Crows; so this could be anywhere in Northern or Eastern Europe.
Like all Corvines they have the smarts and, in this case it would appear, the cojones.

I watched a couple of magpies taunting my neighbour's rock-hard, ginger tom cat a few months ago. They weren't at all afraid, and the cat beat a hasty retreat. If only I'd managed to film it. Hilarious!

Some birds, particularly corvids, will 'mob' much larger predators (birds and mammals), in an attempt to 'see them off' from their territory, especially if they have young to defend. Where there are two corvids it becomes easier as one will distract while the other attacks from behind, as you see here. This does not look atypical behaviour.
